a) Have a private conversation with Mr. Li and ask him to commit himself to a plan as otherwise a co-operation wouldn't be reasonable any longer.
A private conversation could make sense, especially if you get along well with each other. However, the crucial point is how the conversation is conducted. Even as a consultant one should not be a know-it-all or argue that Mr. Li needs to radically change his working style. Furthermore you should make sure that no one else is present at the conversation. It might be even better to casually mention the topic at a private conversation. This would make sure that Mr. Li can save his face. We suggest starting the conversation with a little bit of small talk. Don't forget to compliment Mr. Li on his work. In the following you should start describing him the difficulties and ask him for his opinion. However, you should keep in mind that his suggestions probably won't be definite. By no means should you pressure Mr. Li. Of course you could express your opinion by telling him about other managers who realised even better results after having been trained in self-management. If you achieve that, Mr. Li finally will come up with the idea himself and might find out that he needs such a training as well. Thus your chances to improve the situation might be even better.
